MassDevelopment Announces Awards to Help Small Businesses in the Taxi, Livery & Hackney Industry Improve Transportation Products & Services; Strengthen Partnerships with Local Agencies & Organizations

BOSTON – MassDevelopment has awarded 88 grants totaling $2,404,066 from the Taxi & Livery Business Support Grant Program to small businesses in the taxi, livery, and hackney industries and 42 grants totaling $4,573,798 from the Taxi, Livery & Hackney Partnership Grant Program to entities that coordinate transportation services. 

The Taxi & Livery Business Support Grant Program offers small businesses in the taxi, livery, and hackney industries financial assistance to secure products or services that will improve competitiveness and enhance safety capabilities in the rapidly evolving market of for-hire transportation.  The Taxi, Livery & Hackney Partnership Grant Program is an operational subsidy program aimed at expanding transportation service capacity by providing funding to entities that contract with licensed taxi or livery businesses for transportation and delivery needs as well as institutional programs and non-emergency medical transportation (NEMT) initiatives. Both programs are funded by MassDevelopment’s allocation from the Commonwealth’s Transportation Infrastructure Enhancement Trust Fund.

“Local economies are strengthened when residents and visitors have access to a range of affordable and reliable transportation options,” said Housing and Economic Development Secretary Mike Kennealy, who serves as chair of MassDevelopment’s Board of Directors. “MassDevelopment’s taxi and livery programs advance goals to support these industries while improving transportation access across the state.” 

“This funding will help taxi, livery, and hackney companies purchase equipment they need to thrive and will support local organizations like senior centers and human services providers that partner with these small businesses,” said MassDevelopment President and CEO Dan Rivera. “MassDevelopment is proud to support these industries, their workforces, and the clients they serve.”

The Commonwealth’s Transportation Infrastructure Enhancement Trust Fund (the “Fund”) was created by An Act Regulating Transportation Network Companies, which Governor Baker signed into law in August 2016, and is supported by a 20-cent assessment on every transportation network company ride in Massachusetts, of which 5 cents funds these grants.

Created in 2020, the Taxi & Livery Business Support Grant Program awarded 85 grants totaling $4,465,619 through the first round of the program to support 104 small businesses operating in the taxi and livery industries and two taxi and livery industry associations. 

In March 2021, MassDevelopment, in partnership with the Metropolitan Area Planning Council (MAPC), announced $2,543,883 through the Taxi, Livery, and Hackney Transportation Partnerships Grant Program to 47 cities and towns, municipal agencies, RTAs, nonprofits, and health and human service providers.  In November 2020, MassDevelopment and MAPC announced $1,003,978 in grants through the Urgent COVID-19 Taxicab, Livery, and Hackney Transportation Partnerships Grant Program to 25 cities and towns, municipal agencies, RTAs, and health and human services transportation providers.

MassDevelopment, the state’s development finance agency and land bank, works with businesses, nonprofits, banks, and communities to stimulate economic growth across the Commonwealth. During FY2022, MassDevelopment financed or managed 356 projects generating investment of more than $1.69 billion in the Massachusetts economy. These projects are estimated to create or support 11,080 jobs and build or preserve 1,778 housing units.
