Predevelopment & Consulting
MassDevelopment can bring expertise to a community or nonprofit’s planning or predevelopment project with trained staff that have valuable experience and project management skills. Occasionally funds are available to supplement your early-stage project, but more typically, we will work with you to define a budget from a third-party source or your existing project funds. Services include:
- Site Concept Plans and Market Feasibility Studies – Including feasibility and planning studies in addition to concept-level master planning.
- Public Surplus Property Reuse Studies – For properties that are not planned for municipal reuse, or properties where future use is to be determined.
- Request for Proposals/Qualifications – Development of materials to support the disposition process and the analysis of subsequent proposals.
- District Planning and Redevelopment Strategies, Corridor Studies, District Improvement Financing (DIF).

MassDevelopment has a pool of third-party consultants, publicly procured to secure qualified and experienced vendors, under contract and ready to move forward on your next project. Consultants were chosen based on relevant experience, consulting capacity, and diverse business enterprise participation.
Straight Forward Contracting
As a state agency, the contracting process with MassDevelopment is easy and straight forward. We will work with you and one of our qualified house doctor consultants to provide a scope of services for your project and include it in our standard MOA. There is no need to go through an RFP process or draft your own contracts.
Project Management Assistance
We will work closely with you every step of the way and can take on administrative responsibilities as necessary including contract administration and the processing and payment of project invoices.
