Joint Base Cape Cod (JBCC)
MassDevelopment is seeking proposals from a qualified consultant or team of consultants (led by a primary consultant) to provide professional services supporting the development of a master plan for cantonment area of Joint Base Cape Cod (JBCC). The overall goal of this master planning process is to support JBCC’s efforts to optimize the use of this critical state asset and increase its organizational efficiency, especially as it relates to land use and infrastructure, while enabling and protecting current missions and accommodating future on-base military needs. In addition, the master plan seeks to effectively facilitate the adaptive re-use of any excess property in the cantonment area to respond to local and regional needs and contexts. MassDevelopment anticipates a multi-year process that will include a significant community engagement and public participation component.
CAD/GIS Management & Support Services, Devens MA
MassDevelopment is seeking statements of qualifications from Massachusetts professional consulting firms to provide CAD/GIS management and associated support services in Devens, MA. Electronic copies of the Request for Qualifications (RFQ) are available beginning December 4, 2024, at 12 p.m. by emailing Christine Brown at cbrown@massdevelopment.com. There is no pre-submission meeting scheduled. All questions regarding this RFQ should be submitted by email to Zachary Raslan at zraslan@massdevelopment.com no later than 4:30 p.m. on December 20, 2024. Statements of Qualifications are due on or before 3:00 p.m. on January 3, 2025. Award of a contract for the work contemplated by this RFQ may be subject to the approval of MassDevelopment's Board of Directors.

New Bedford Whaling Museum
New Bedford State Pier (NBSP), New Bedford MA
In 2023, the Massachusetts Development Finance Agency solicited proposals from interested users of the New Bedford State Pier to identify future uses and redevelopment options for the property. Seven proposals were received in February 2024 in relation to this solicitation and each proposer has been invited to a present their ideas within the context of a public meeting. This event will be held at the New Bedford Whaling Museum Auditorium (18 Johnny Cake Hill, New Bedford, MA 02740) on Monday May 13, 2024, at 6 p.m. (EST). The agenda for the evening will consist of MassDevelopment’s brief introduction to the subject, then 5-10 minute presentations from each proposer, followed by a public comment period. The event will close at 8 p.m.
The NBSP is owned by the Commonwealth of Massachusetts, through the Department of Conservation and Recreation (DCR). The Agency currently manages the NBSP through an agreement with DCR. MassDevelopment is interested in development ideas/concepts for the NBSP that will advance the Agency’s objective to maximize use of this asset, and create a local and regional benefit, provide support to maritime industries, advance economic development, and foster asset utilization that will support a diverse and significant workforce.
Seeking Projects for Department of Energy LPO & MA Climate Bank Financing
This Request for Expressions of Interest (RFEI) solicits proposals for projects that could be financially supported by Massachusetts Community Climate Bank (MCCB) agencies in partnership with US Department of Energy Loan Program Office (DOE-LPO) financing capabilities. This solicitation will serve as a market discovery tool from MCCB partners to identify projects which could be advanced through to DOE-LPO federal financial assistance through direct loans, loan guarantees, loan loss reserves, equity investments, or existing grant streams from MCCB agencies.
Capital Providers for the Commercial Property Assessed Clean Energy Massachusetts Program
MassDevelopment is soliciting information from multiple firms to serve as capital providers for the Commercial Property Assessed Clean Energy Program. Firms will comprise a list of potential funding sources for property owners who wish to participate in PACE Massachusetts.
